Introduction

In present days, e-Governance has become a very common word, wherever governments have harnessed information technology with a range of activities. Considering the importance of e-Governance many countries all over the world have taken up e-governance projects in a priority basis. Though there are success stories which enthuse e-governance architects but many of them have failed to deliver the expected results.  Recent studies reveal that, all over the world, only 15% of e-Governance projects have been successfully deployed whereas a majority of them have either failed or are yet to show their real benefits (Singh A. 2005). Particularly in India, the success percentage has been significantly low due to its geo diversity, lack of public awareness, mindset of the people, political as well administrative bottlenecks, among other factors.

 Therefore, it is highly essential for one to study the key factors that contribute to the success or failure of an e-governance project.The activities involved in e-governance can be grouped into 3 broad categories such as Law & Order, Social Welfare and Economic Growth. To convert the Governance to e-Governance the involvement of Process, People and Technology are required. Only by putting the technology,  e-Governance can not be successfully implemented. Involvement of people and processes are also equally important.

Bhoomi is a farmer friendly mechanism to access and update land records using technology Services: Issue of copies of Land records to citizen Request by citizens for change (MUTATION) to their land records on account of sale. Bhoomi Project coverage upto 7 million farmers: 35 million beneficiaries 20 million land records (0.6 hectare average size of holding) 177 project locations serving farmers from 27000 villages


 Features of Bhoomi project

·         Farmers pay a charge of Rs. 15 for every service they avail.

·         All services are availed from kiosks only.

·         Land record centre in each taluk.

·         Online updation to ensure that the RTCs provided to the farmers is in sync with the time.

·         Fully online system to carry out mutations on land records data.

·         Finger print biometrics authentication to ensure fool proof authentication system and to enforce the concept of non-repudiation.

·         Facility to scan the field mutation order passed by revenue authorities and the notice served on the public.

·         Provision for interfacing of Touch Screen Kiosk at taluka office

Project specific objectives

Ø  Provide farmers cheap and easy access to their land records.

Ø  Easy maintenance and prompt upgradation of land records.

Ø  Make records tamper proof.

Ø  Create databases of land revenue, cropping pattern, land use, etc…

Ø  Utilize the data for formulating development programs.

Ø  Enable usage of this database by courts, banks, and private organizations.





Recent developments in Bhoomi

Using Hand held devices like Simputer for online data capture Offloading distribution of records to privates sector By providing connectivity to Bhoomi data base 800 rural telecentres under NEMADDI project in place Providing value added services to farmers from 800 rural telecentres Citizen id, Government schemes details, mandi rates, weather info Provision of bhoomi data to private sector on cost basis Process reengineering by way of handling updation of Spatial data and non spatial data simultaneously-integrated mutation.Through I.M spatial and non-spatial data gets updated simultaneously Pilot on PKI enabling of bhoomi Electronic linking of lending agencies with bhoomi Electronically request Bhoomi for mortgage entries Electronic linking of land acquisition officers to Bhoomi.

Effects of Bhoomi

Bhoomi showed that e-gov projects are durable with existing aucracy and bring huge value to citizens Can be made self-sustaining by having appropriate user charges Helped in getting political and administrative support for e-gov projects across the country. Helped in making rural tele-centres project viable across state of Karnataka by Bhoomi becoming core revenue earning service to citizens 42 other service grew around Bhoomi Transparency in land record administration with updated land records would help in transitioning to Torrens system at appropriate time.
